Development program design for a university of physical culture based on a system approach

For the effective solution of the tasks set before the university of physical education, it is necessary to manage the main processes of the educational organization. One of the tools can be a development program. The theoretical background of this problem can be found in the literature on general issues of higher education, on the physical culture education, on education management using a system approach to education. The methodology of the system approach allows, in our opinion, to design effectively the development program for a university of physical culture education. The authors have created a development program for the Ural State University of Physical Culture (further USUPhC) for the period from 2020 to 2024. The program consists of six sections. Each section is structured on the basis of three interrelated aspects. The first aspect reflects the rationale for the program design and the preparation for the program implementation - it is the period from 2016 to 2020. At the same time, the most essential prerequisites that contribute to the increase of the effectiveness of university management have been identified. The second aspect is related to the formulation of specific tasks, which represent a list of activities aimed at improving the quality of USUPhC activities in all the spheres of its activities. The third aspect involves the design of the expected results that are planned to be achieved. They are indicators to assess the effectiveness of tasks’ implementation. The program for the development of a university of physical culture contains all the necessary conditions for modernizing university management to achieve high quality results in all its basic processes.
