Organizational pedagogical grounds for building professional competencies of traffic patrol officers at the checkpoints in the North Caucasus region

Introduction. Accidents caused by unprofessional behaviour of police officers who serve at the objects of barrage registration system of the Russian Ministry of Internal Affairs in the North Caucasus region are the result of the low level of the professional training of the officers of the mentioned category. The aim is to analyze organizational pedagogical grounds for building professional competencies of traffic patrol officers at the checkpoints. Materials and Methods. The authors examined federal (of the Russian Ministry of Internal Affairs) and local legal acts, studied the syllabus material, the results of the effective scientific pedagogical experience. Results and Discussion. It is revealed that the level of professional training of the seconded law enforcement officers as to applying of administrative law in implementation of measures of undertaking proceedings on administrative offences is not sufficient. Education specialized in professional training of officers seconded to the North Caucasus region of the Russian Federation does not fully correspond with operational conditions and requires correction. Conclusions. In educational and organizational pedagogical process it is necessary to focus on formation of knowledge which has relevant application, on the issues related to using the measures of undertaking proceedings on administrative offences in traffic law enforcement.
