Статья раскрывает в историческом аспекте понятие регионализации, которая проявляется как проблема политической и экономической децентрализации. Особое внимание в работе автор акцентирует на категориях социальной сплоченности этнических, расовых и языковых групп, проживающих совместно; совместимостью общих ценностей, связанных с культурой, религией, историческими традициями.
