Staff is the main resource of the tourism industry, which forms the final impression of consumers of services and affects their loyalty. The competence approach has been developed in the higher education system when training professional personnel for the industry, its significance is due to the requirements of the social order and dynamically changing working conditions caused by scientific and technological progress, rapid digitalization of all spheres of the economy and society. The development of professional competencies is due to the growing influence of technology on various sectors of the economy, which impose new requirements on the intellectualization and results of work, the personality of a professional. Since competencies are laid down at the stage of higher education, the problem of its connection with practice and production increases, since the quality of training affects the country's human resources potential. The purpose of the article is to develop a model for the formation of universal competencies of a tourism specialist as a significant factor in influencing the development of the industry. The development of tourism in the country's regions depends on several socio-economic factors and conditions. professional personnel are an important resource for improving the quality of services and service technologies, forming and implementing loyalty programs. The structure of professional competence formation is determined by the growing requirements for industry specialists, the intellectualization of labor, and the active transformation of the regional digital environment. In these conditions, universal competencies are of high importance, since they are the basis for professional growth, self-development, and the acquisition of new subject-universal competencies if it is necessary to change the work profile. A model for the formation of universal competencies of tourism personnel has been developed, taking into account current trends in the impact on industry processes in the regions.
