Identification of reserves of improvement management of human potential of the region amid the global economic instability

In difficult conditions, geopolitical instability, deteriorating economic conditions, the weakening of the Russian Federation in the global market need to pay more attention to staff development, identify the reserves to improve the system of personnel management in order to achieve the strategic goals of development. According to the new paradigm of governance in Russia knowledge, education, intelligence, professional staff are seen as strategic resources and key success factors in the development of regions and the country as a whole. The article discusses alternative approaches to staff development of the state and municipal service. It draws conclusions about the need for creating an effective system of motivation of civil servants, and proposed a set of measures aimed at innovative development of the region.
