The article analyses some aspects of the innovation processes of modern institution of higher education, in particular the transition to a two-level system, reducing the number of higher educational institutions, unification of higher educational institutions, etc. The author emphasises the peculiar discrepancy of these processes and their influence on functioning of university as a traditional element of European culture and central educational and social institution.
