Accompanying accommodation as a new service for people with disabilities: literature review

The government of the Russian Federation pays great attention to the reform of psychoneurological centers for disabled citizens and the implementation of accompanying accommodation for the disabled. Accompanying accommodation is a qualitatively new approach to the organization of disabled people’s life, a new service for disabled people. Now disabled people’s main places for living are stationary organizations of social services-psychoneurological centers for disabled citizens. At the same time, there is a successful foreign experience in the implementation of hospitalreplacing technologies, which are opposite in comparing with living in centers for disabled citizens – accompanying accommodation. Now there are few examples of the organization of accompanying accommodation in the Russian Federation. Taking into account the ratification of the Convention on the rights of persons with disabilities in the Russian Federation, assisted living is extremely important at the present time, as it is aimed at maintaining the maximum possible independence in the organization of life, leisure, interaction and communication with other people, improves the quality of life of a disabled person. Implementing this type of service instead of placing a disabled person in a psychoneurological centers for disabled citizens will allow realizing the legal rights of this category of the population to quality social services, providing the necessary social services at home, for a worthy life. The scientific and practical novelty of this work is that the specialists of psychoneurological centers for disabled citizens and rehabilitation centers will receive information about the various forms and types of accompanying accommodation and the possibility of errors in the mass implementation of this technology will be minimal.
