The change in the socio-economic system in Russia has led to serious structural transformations in society and economy. Existing socio-economic problems have become more acute, and the formation of market relations has formed a list of new ones. One of the key tasks facing the state in the current conditions was to ensure national security and competitiveness of the country by preserving and multiplying the existing scientific and technological potential of the state. At the same time, the key problem at this stage of development was the search for ways to adapt the research environment to functioning in market conditions, the compression of the state order system and the need to independently search for a customer. Another serious task was the preservation of regional and branch science. Researchers of the Vologda Research Center of the Russian Academy of Sciences began to deal with these and a number of related issues at a difficult time for Russian science, forming a new academic cell in the Vologda Oblast from scratch. The purpose of this article is to prepare a review and systematization of research carried out on this topic by the staff of VolRC RAS. The authors reflected how the formation and diversification of research in a scientificorganization on a given topic took place, presented the main scientific results, and determined the current state and prospects for the development of the topic. The practical significance of the work is determined by the fact that the review allows getting a complex understanding of the state of scientific, scientific-technical and innovative activities in the Russia’s regions, and it can be useful to researchers, students and anyone interested in this topic.
