Problem of social care for beggars, the poor, prisoners and deviant people in the Russian empire: a review of historical studies of pre-revolutionary period

The paper made a review of historical studies back in time to the pre-revolutionary period on the issue of social care for beggars, the poor, prisoners and those with deviant behavior in the Russian Empire. The study carried out a categorizing of and explored the search for ways of integrating the operation of social care institutions while taking into account the actuals of capitalism in the country.
