Problems of training and education integration in the vocational training of police staff in Russia and abroad

Bringing the initial police training in line with the requirements of the Federal Law "On Education in the Russian Federation", the modernization of the training system for the Ministry of Internal Affairs requires solving the problem of joint implementation of educational activities in programs of initial vocational training and higher education within the university. The aim of the work is to study the international experience of the police staff vocational training, as far as the competence approach, which is now the basis of scientific and pedagogical training of skilled workers born abroad. Analysis of education and training systems showed that progressive educational concepts do not necessarily determine the ability of the police legally and effectively operate in extreme situations of prevention from offenses and crimes. Police staff training overseas distinguishes the lack of the unified methodological approach that is caused by various pedagogical ideologies. Differentiation of police education and police training is the cornerstone of the European Police Science. Training and education suggest different styles of learning, since they interact with different levels of educational material development - reproductive and productive levels. The foundation of police professional training in the western and, above all, in the American models of training lies in the theory of behaviorism, which failed to disclose human behavior by the language of "stimulus-response". Formation of competencies based on the application of traditional training, and blind imitation of Western pedagogical techniques will not lead to the improvement of the staff training system. Administrative methods for the solution of this problem will lead to an artificial symbiosis and declarative implementation of competence-based approach.
