Introduction: the article presents the analysis of collegiality and independent authority in the organization and activities of subjects of public control in the Russian Federation as its principle. The author studies the system of principles that form the basis for legal regulation of this institution of civil society in the russian federation, substantiates and formalizes the author's definition of the concept of "principle of social control".
