Questions about the need to change urban property in the form of the construction of large capital facilities using the mechanism of publicprivate and municipal-private partnership were considered. The subject of the study is presented in the study of the economic justification for the construction of road and railway bridges over the Kama River in the city of Perm. The aim of the study is to provide a recommendation for improving the quality of expertise in the verification of projects for the construction of bridges for various purposes in Perm. The development of the city of Perm is considered as the development of the Perm agglomeration, taking into account strategic planning in urban planning. Despite the fact that a complex system of strategic and urban planning is being created, which makes it mandatory to develop strategic and urban planning documents for all territorial units - municipalities and subjects of the federation, projects that can receive additional funding from the federal budget (construction of road and railway bridges across 56 large rivers) should play a special role. Due to the deficit in the budgets of the Perm Territory and the city of Perm, the organization of work on the construction of new bridges within the framework of a state (municipal) - private partnership has a large amount of preparation, in choosing the place of construction, in choosing the design of the bridge, in choosing the main contractor and concluding construction contracts.
