Evolution in the balance of forces distributed among the great powers in the XXI century

Whether one could correctly consider evolution in the «balance of forces» in the contemporary setup of international relations, and projection of this trend to resolutions of the UN Security Council who still bear key responsibility for ensuring and maintaining peace over the world? What is that category of «balance of forces» nowadays (i.e. what do we imply when talking about “force (power)”, on the one hand, and the “balance”, on the other?) What is the current state of the balance among the «great powers», whether it has taken shape or not? Answers to these questions made the essence of this paper, referring to the discourse on the contemporary world order (especially on its shape), and relevance of this matter raises along with the growing number of critical situations round the world.
