The public policy of restricting non-competitive behaviour of firms in Russia

Low efficiency of markets functioning in Russia is caused by non-effective competition policy. This article is devoted to the current issue on economic policy of restricting non-competitive behavior of firms in Russia. The article is aimed at the analysis of the objectives, tools and results of implementing the public policy on suppression of non-competitive behavior of the enterprises, including two main components: the antimonopoly policy and the public policy on consumer rights protection. As a result of the analysis it is possible to make the following conclusions: low level of observance of competitive legislation requirements, insignificant penalties for violators, invariable structure of violations of the antitrust law. Practically, the purpose of antimonopoly authority is not the development of competitive environment and formation of competition culture, but consideration of the applications in due time. The research of authorities' reports (Federal Antimonopoly Service of Russia and Federal Service on Consumer Rights Protection) allowed the author to determine the problems and institutional restrictions of effective realization of a competition policy in the Russian Federation. According to the author, the incentives created by control authorities lead not to the growth, but to the decrease of the public welfare even in case of absolutely responsible behavior and high qualification of the persons who make decisions.
