Digitizing responsibility: the regulation approach for aggregating business

The conceptual paper deals with the aggregators'' business as a profit-driven activity without taking risks. The digitalisation in business demonstrates a clear difference between the real world of production or service and the digital world of providing information. The digitizing of the profit-making activity should lead to the new balance of the risks and responsibilities taking by the actors. One of the solution can be related to the localisation of the regulatory mechanisms and the globalisation of the standards and rules of quality.
