Digital inequality and the general education system

The article deals with the manifestation of various levels of digital inequality, which manifests itself at the level of the general education system. The authors describe theoretical approaches to defining, structuring and measuring the level of the digital divide. Based on the classic works describing the post-industrial society, the conclusion is made about the impact of the transforming technology on the social structure, including the emergence of new forms of inequality. Based on domestic and foreign works, the authors conclude about the complex structure of the digital divide, which includes several levels. To analyze the levels of digital inequality identified in the theoretical part, the authors analyze the statistical data of the Ministry of Education of Russia on the provision of educational organizations with computers used in the educational process. As an example of the manifestation of the second level of digital inequality (digital literacy), the authors analyze the results of monitoring the digital competencies of teachers in the Perm region.
