"Team investigation" in the context of general problems of the investigative branch of modern Russia

The analysis of development of legal framework of the so-called “team (or group) investigation” since the middle of 1980s (under the Code of Criminal Procedure of RSFSR of 1960) till present (under the Code of Criminal Procedure of the Russian Federation of 2001 with subsequent changes) allows to reveal general tendency to detailed regulation of relationship between investigators (and since 2010 interrogators as well) included in the investigation group (team). Such specification covered relations between investigators and the head of the investigation team, investigators themselves, between them and the persons carrying out operative detective activities for the same criminal case. Total reform of 2007 in the Russian preliminary investigation and accompanying changes in the structure of the investigative machine and prosecution led to weakening of the prosecutor's role in law enforcement of preliminary investigation with simultaneous strengthening of the departmental beginning in its production. Such situation led to the actual reduction of procedural independence of any investigator, but especially it concerned the investigators participating in the investigation groups, but not accepting cases to their production. Common problems of the modern investigative organ of the country, in general, have negatively affected also the activity of the investigation teams, especially interdepartmental, and therefore significantly lowered research interest to this problem.
