One of the main problems of human resource management is the low efficiency of use of labor potential of personnel. The development of labor potential is a critical factor in the growth of production efficiency. The article describes the conditions of ensuring the quality of working life, considered the parameters of the labor potential assessment. The proposed integral indicator of the degree of utilization of labor potential, formed the model of competence in managing the system of personnel requirements.
