The article deals with the process of approval of the order of interaction of counterintelligence departments at military district headquarters (established in 1911) with the police in Russian Empire. Special attention is paid to the interaction of Khabarovsk counterintelligence department with the police and other official institutions of the Amur governor-general in the period before the First World war.
