Identification and prevention of crimes on the Internet: problems and ways of their solution

Introduction: The article investigates the problematic issues of the organization and tactics of the activities of the operational divisions of the internal affairs bodies for the detection and prevention of crimes committed using the Internet. Based on the study of domestic and foreign experience in the activities of law enforcement agencies, a brief analysis is given, and measures are proposed to improve the organization and tactics of countering cybercrime. Materials and methods: The normative basis of the study is formed by the Constitution of the Russian Federation, criminal, criminal procedural and operational-search legislation, local regulations governing the content of interaction between participants in criminal proceedings. The methodological basis of the study was the general dialectical method of scientific knowledge, which is universal in nature, as well as cognitive methods of generalization and description, methods of observation, comparison and analysis. The results of the study: the problem of combating crimes committed with the use of information and telecommunication technologies and the Internet is one of the topical issues for the theory of operational search activity, which is both theoretical, methodological and applied in nature. Within the framework of the study, it is proposed to include among additional measures to improve the effectiveness of countering the category of crimes under consideration: the creation of specialized forces and means of competent authorities for the purpose of a comprehensive analysis of digital data of the content prohibited in the Russian Federation on the Internet, as well as the collection, analysis and documentation of criminal actions of persons, of operational interest; normative legal consolidation of the ability to carry out complex operational and preventive operations, including for the purpose of de-anonymizing Internet users, etc. Findings and Conclusions: it possible to clarify certain provisions related to the development of new approaches to operational-investigative counteraction to crimes committed using information and telecommunication technologies and the Internet.
