Management of industry as a subject activities of local Soviets in the pre-war period (legal aspect)

The author examines the features of the legal regulation of the powers of local Soviets of Workers' Deputies in the pre-war period (1930s) to manage industrial enterprises located in the territory under the jurisdiction of the Soviets. The relevant legal acts, archival materials, documents of the CPSU(b) are analyzed. It is noted that this area occupied a significant place in the activities of local Councils. At the same time, the influence of local authorities on the development of industry differed significantly depending on the status of the enterprise (organization) - union-republican or local subordination. It is concluded that, despite all the difficulties, local councils have made a significant contribution to the development of the economic potential of cities and regions.
