Criminal justice: punishment or rehabilitation

Criminal justice authorities have taken an increasingly tough approach to offenders in recent years, but punishment - only crime-fighting measures have failed to make our communities safer-instead, they have created an expanding prison system. This article is devoted to the question of whether the toughening of criminal penalties contributes to the deterrence of crime. It is concluded that this can do more harm than good, creating a significant burden on the state budget.
