The theoretical and methodological aspects of the implementation of legal policy in the sphere of territorial organization of state power in terms of colonization of the north-western territories of North America

Introduction: The article is devoted to the implementation of the legal policy of the Russian state in the colonized Northwest territories of North America. The dependence of methods and means of legal influence on the economic, financial, cultural and geographical conditions of a given territory is shown. The author notes the geopolitical features of the North-Western territories of North America, which are associated with the strategic significance of the legal policy to ensure the state’s defense capability on the Eastern borders. Key implementation principles are defined Materials and Methods: the Source base of the research was made up of normative legal acts regulating the legal policy of colonization of the North-Western territories of North America, doctrinal developments on the theory of state and law in the field of state structure, organization of state power. In preparing the article, general scientific and private scientific research methods were used, including dialectical, anthropological, formal-legal, system-structural, and comparative-legal methods. Results of the Study: conclusions are formulated about the principles, methods and means of implementing the legal policy of Russia for the development of North-Western territories of North America, and the features of the territorial organization of state power are defined. Findings and Conclusions: the authors substantiate the conclusion that the legal policy of the Russian Empire, conducted in relation to the North-Western territories of North America, was characterized by a combination of such leading principles as expediency, consistency and humanism. In the process of colonization of newly discovered territories, the leading role was played by military-strategic goals and fiscal interests of the state, which determine the specifics of the implementation of financial and tax functions in the conditions of geographical remoteness and territorial isolation.
