Trends in the cluster development of the industrial region: the role of small and medium-sized enterprises clusters (by the example of the Kemerovo region)

The limitations of the classical cluster theory of M. Porter are justified, which does not explain the diversity of real clusters. It is shown that clusters of different types and characteristics are found in the traditional industrial regions, which requires a separate analysis. On the materials of the Kemerovo region, features and trends in the development of clusters of various types are revealed. The analysis found that one regional cluster - in the field of complex processing of coal and man-made waste is a «classical cluster», according to M. Porter. Three clusters (biomedical, agro-industrial, tourist) have the properties of clusters of small and medium-sized enterprises. In the future, they should become clusters of small and medium-sized enterprises, which independently produce final products. Consequently, in the traditional industrial region, the predominant cluster type is a cluster of small and medium-sized enterprises.
