Disproportion in the development of territories become one of the current socio-economic and demographic problems in Russia. The concentration of production and finance in a relatively small list of the Russian regions contributes to the redistribution of resources in their favour, leaving plenty of space periphery without a real chance to overcome the lag in economic development. The article analyzes the position of the regions included in the first and the last ten in the generated gross regional product. GRP structure is considered as the main factor influencing the polarization of these groups of regions, as identified imbalances in the structure of GRP explain the depth of the gap between the leading and lagging regions. The authors consider that the state redistributive policies are ineffective in the current conditions, the main emphasis in regional management must be done to stimulate economic activity in the regions-outsiders.
