Stagnation of agrarian and industrial complex as sign of depressiveness of the region

In article the debatable questions of concept of depressiveness of regions, his main signs are raised. Versatile views of scientists, researchers, the official power on depressiveness of territories, absence standard concept and the main signs of depressiveness of regions lead to existence of problems of reference of the region to depressive. Respectively, there are rendering problems fully of the state help to such regions, development of strategy and programs of their development, a possibility of application of positive foreign experience of their sustainable development. The author's position on these aspects is proved in article, and the special attention in her is paid to a question of reference of regions with agrarian specialization to the category of depressive. The studied parametrical these developments of Stavropol Krai and in a retrospective allow to draw now a conclusion on existence of signs of depressiveness of the region. As one of the main signs of depressiveness at the same time stagnation of agro-industrial complex (agrarian and industrial complex) of the region acts. On the basis of the carried-out analysis of concept of depressiveness of the region, a condition of his agro-industrial complex and other signs of depressiveness the conclusion that Stavropol Krai possesses obvious to depressiveness signs with pronounced localization of the phenomena of depressiveness in certain territories is drawn. Besides, the factors exerting impact on stagnation of agrarian and industrial complex at the present stage are considered by the author and the position according to which the agrarian and industrial complex of the region is required both the state financial support, and use of exogenous factors of development is formed. The agrarian and industrial complex of the region is the primary systemically important branch, the guarantor of food security of the region and country in general.
