Improving the credit system for agricultural organizations

The structure and functions of credit systems had specific features in different periods of development. The system of credit institutions of the Russian Federation exists as a structure consisting of two levels. At the first stage is the Central Bank of Russia, at the bottom - all other commercial banking structures, credit organizations, representative offices of foreign financial companies, branches and some other participants in the financial services market. The credit system today is presented as a structure consisting of two levels. At the first stage is the Bank of Russia, which supervises and licenses the activities of all credit institutions. At the lower level are all commercial banks that carry out their traditional activities in accordance with the rules and regulations established at the legislative level. At present, the modern credit system needs to be improved in order to provide reliable financial support to agriculture. To improve it, the authors propose to introduce a new element within the existing lending system - a guarantor, which on the one hand is the Central Bank, and on the other, on the part of the borrower - the guarantor. It will guarantee the fulfillment of all credit obligations only when issuing credit agreements for new (innovative) activities that were not previously conducted in a particular organization.
