System organization of the quality of innovative research and development performed by the scientific and educational complex

This study is devoted to the systemic organization of the quality of innovative research and development carried out by scientific and educational complexes. The organization of the training of researchers is argued, starting with the school, a participant in the scientific and educational complex, through the formation of the School of a Young Scientist, research school laboratories and circles. After graduating from the School of a Young Scientist, its graduates go to study at a university and, starting from the first year, continue to engage in research activities at the School of a Young Scientist. The purpose of the article is to develop methodological approaches to the formation of an effective system of innovation activity with an emphasis on ensuring the quality of scientific research and development on the scale of all higher education.
