Systematization and accounting of factors and conditions of forest availability for the implementation of forestry activities

Based on an analysis of a dynamic, historically evolving and complicating totality factors and conditions, determining the possibility of implementing forest management activities and maintenance (conservation, protection, reproduction) of forests while preserving their resource and ecological potential, are considered principles discharge, essence and specificity of the action of each of its components to one degree or another restricts the use of necessary measures, as well as their combination, integration within a single system. At the same time at the highest level of the formed system, three complexes of factors and conditions are distinguished: “transport and technical”; “natural breed-productive, forest reproducing, forest ecological”; “socio-ecological-economic”. The first complex are combined two complicated types - the most famous traditional one - the provision forests with transport infrastructure, as well as more complex and heterogeneous, which can be divided into two independent ones, reflecting provision of technical means for implementing systemic activities of forest use and maintenance of forests, as well as availability of wood processing industry and other resources. Is similarly formed the composition of two other complexes combining respectively factors and conditions - soil-unpaved and orographic, breed productive, reforestation, forest ecological, including nature protection, as well as socio-ecological and socio-economic. Detailed consideration, determining the possible and necessary combination, integration of allocated system elements, streamlining, the combination of all components into a single differentiated set is provides the possibility of their effective application to establish an appropriate mode of maintenance and use of forests, which is supported by the development and application of priority-targeted of systems silvicultural activities differentiated by models of different intensity and purpose.
