In this article the system of reopening criminal cases formed as a result of the Statute of Court which was adopted in 1864 is analyzed. The genesis of a new kind the judgment review - a revision in the interest of law with no regard to a certain case, which first appeared as the practice of Russian Governing Senate, - is investigated.
