The railway construction in the end of XIX — in the beginning of the XXth century is analyzed. The problem of the creation of possibilities for the formation of a new economic growth model, the achievement of a new modernization stage is considered. The changes in social relations as a basis of solution to economic, social and cultural problems are revealed. It’s proved that these processes proceeded slowly in Russia and didn’t end by 1914.
