Development of especially protected territories as the problem of ecological economy

Questions of development the especially protected natural territories (EPNT) from positions of ecological economy are considered. Among economic instruments and measures for regulation of activity of EPNT, including the justification of EPNT development, it is offered to use formation of the market of eco-friendly production, technologies and the equipment, and also nature protection services; increase of ecological and social responsibility of business; financing the realization of state policy in the field of ecological development not only at the expense of federal budget means, budgets of territorial subjects of the Russian Federation and local budgets, but also at the expense of non-budgetary sources means, including within public-private partnership. Questions of introduction the innovative projects in development of ecological business and tourism, including tax and price incentives, financial and economic guarantees of the state represented by specially authorized bodies of public administration at public-private partnership realization, institutional support of local communities on development of ecological business at EPNT, introduction of system of government and municipal ecological procurement, the state and municipal order for goods, works (service) provided to EPNT on social and economic development of the territory, etc. are analyzed. On the example of implementation of the international Russian-Mongolian research project opportunities and the directions of cooperation in EPNT in Russia and Mongolia on introduction the principles of “green” economy in activity of EPNT are analyzed.
