The article proposes tools for the formation of regional socio-economic systems of increased sensitivity, An approach to analysing the levels and sensitivities of regional socio-economic systems, tested the methodology of life activity and sensitivity assessment based on the research analysis of the synthesized model of socio-economic systems of the regions of the Central Federal District, forming the optimal input parameters of the regional system with respect to the specified requirements for ensuring the vital activity of the person, societies, States with conditions for rapid response and adaptation to changes in national macroeconomic parameters and institutional conditions. The current situation requires the definition of a unified system of views on the functioning of regional socio-economic systems in conditions of uncertainty and risks, the development of a new methodology based on the principles of theories of adaptability and sensitivity. The main difference between regional socio-economic systems and other systems is that they consist of active subsystems that carry out targeted activities in accordance with preventive deterministic decisions and are capable of reflection. The ability of regional socio-economic systems to target increases the relevance of processes for responding to and adapting to changes in national macroeconomic parameters and institutional conditions. The approach to analysis of vital activity levels and sensitivities of adaptive regional socio-economic systems is proposed, the method of assessing vital activity and sensitivity is tested on the basis of a research analysis of a synthesized model of socio-economic systems of the regions of the Central Federal District, which forms optimal input parameters of the regional system relative to the given requirements for ensuring the vital activity of a person, society, state with conditions of rapid response and adaptation to changes of national macroeconomic parameters and institutional conditions.
