The article deals with resolving problems of activation of labour and housing migration and of regulation of price growth. The non-commercial rent is the effective means of housing support regulation and the condition of staff recruitment for innovation business and social institutions in medium and small towns. In Tyumen region we can observe the requirement of housing rent for professionals and young staff of engineering factories. The extra element of housing infrastructure - housing Fund of non-commercial rent, which is useful for the model of Tyumen agglomeration is considered with the addition of housing infrastructure.
