Reasonable management of digital television and radio broadcasting network

The paper proposes a method of reasonable financing management of building and construction engineering processes of the united digital broadcasting network (DVB) in the Russian Federation, implementing advanced simulation technology and intelligent decision-making support. The method is based on persistency for system analysis of key performance indicators benchmarking of DTV objects developing processes. The goal is to improve the management strategies of digital television and radio broadcasting network development through reasonable scheduling of costs and timelines taking into account the combined effect of the time factor and the human factor. Implementation of the proposed method in the specialized information-analytical automated system of monitoring allowed processing the procedures of modeling and analysis of management processes and information exchange. The results were used in projects under the federal program “Development of TV and radio broadcasting in the Russian Federation in 2009 - 2018” and contributed to achieving the target effectiveness indicators.
