The problem of compensation by the state for harm caused by lawful actions in the course of counter-terrorism operations

Purpose: The aim of this work is to study the problem of compensation by the state for harm caused by lawful actions in the course of counterterrorism operations. Methodology: Normative legal acts and Laws of the Russian Federation were used. Results: This article examines terrorism as a separate crime. The independent composition of the crime in the criminal code allows us to talk about a new problem at the junction of the branches of civil and criminal law - the possibility of compensation for damage caused by terrorist acts. Novelty/originality/value: There is quite a lot of issues when solving problems associated with the above mentioned damages. This topic needs theoretical development and future of legal regulation.
