Problems of implementing youth policy at the municipal level

State youth policy is one of the specific areas of activity of legislative and executive authorities, is considered as an element of the state security system of the state, which is responsible for the participation of young people in socio-political, socio-economic, which ensures the modernization of society -forming new social norms through the system of work with young people. Despite this, the life attitudes of young people do not always and in all respects correspond to the needs of the country and its territories in innovative development. At the same time, the system of construction, mechanisms of implementation, and methods of evaluating the effectiveness of youth policy remain uncertain. Working with young people is characterized by situationality and inconsistency. All this suggests that at present the implementation of the state youth policy in municipalities is not always effective. This article reflects the main problems that arise in the implementation of youth policy at the municipal level, and also highlights the main directions for changing this situation. As an example, the authors presented the youth policy of the city of Yekaterinburg.
