Problems of the professional staff of civil employees in Russia and the principles of its optimization

The existence of contradictions between the goals and objectives of the management activities of the personnel of the state civil servants of the Russian Federation, as well as the lack of proposals for measures and ways to optimize give rise to the research. The author reveals that at the moment the civil service of our country uses the official system of passing the state civil service, which, in turn, complicates the methods and principles of management for the formation of the civil service personnel. It is revealed that the optimization of the principles of personnel formation will improve the efficiency of the state civil service of our country, and therefore the ways to optimize the professional composition of the civil service of our country are proposed.
