Public survey in internal affairs bodies investigation: challenges

Introduction: the authors study challenges in Internal Affairs Bodies Investigation of territorial and other authorities of MIA of Russia in public investigation "Rooms, Municipal Halls, Areas and Vehicles". The authors also study coercion in the abovementioned investigation. Materials and Methods: the authors considered the works of V.A. Gusev, L.A. Baklanov, E.V. Buryakov, D.S. Djuruk, A.S. Tomilina, I.S. Dudnik, N.S. Zheleznyak, Y.V. Leontyeva, N.V. Pavlichenko, A.S. Sidorov, O.V. Firsov, A.E. Chechetin and other famous academicians; inspection results conducted by Prosecutor's Office of the Kemerovo Region - Kuzbass in 2019 - 2020. On that basis investigators of Kemerovo Region of Department of the Ministry of Internal Affairs of Russia and its other authorities conducted public investigations and used general academical, dialectic, structural and logical, functional, and logical and semantical methods, methods of analysis and synthesis. Results: the authors analyzed challenges in public investigation, suggested to change departmental regulatory instruments regulating public investigation. Discussion and Conclusions: the authors state that due to necessary procedural guarantees of the persons under public investigation there is the need to limit the scope of crimes that can be investigated by the abovementioned investigation.
