Legal status of the commissioner for human rights in the Russian Federation in the civil, criminal and administrative proceedings

This article analyzes the current Russian legislation regulating the activity of the Ombudsman. The major problems that limit the Ombudsman's powers are revealed. The removal of these problems can significantly raise the effectiveness of his/her activity for the defence of citizens' rights in the civil, criminal and administrative proceedings are determined.
