Problems and prospects of organizing the activities of cultural clusters (regional aspect)

The problem of the activity of cultural clusters in Russia was actualized in connection with the change of approaches to ensuring the sustainable development of regions in the 21st century. There is a search for new ways to create attractiveness of the region for its business partners, future customers, the general public. On the example of the Perm Territory, one of the largest industrial and cultural regions of Russia, the organization of cultural clusters using the historical and cultural potential of the territory is considered. The historical basis for the development of cultural clusters in the Perm Territory in the 17-20th centuries, the points of growth of cultural clusters in the region are analyzed. There are a number of problems that “inhibit” the further development of cultural clusters in the region. The annual international “Dygilevsky festival”, named after the famous Perm citizens Sergey Dyagilev, is being studied in detail. The festival serves as an example of a soft-cultural cluster, i.e. a model of intersectoral cultural cluster with mobile links between different branches of culture based on creative industries. Recommendations for further development of cultural clusters are given more attention to the search for an organic combination of innovations with the historical and cultural traditions of the region and the possibilities of creative selfrealization of the citizen's personality.
