Problems of the national innovation system formation and development

This is a study of the innovation processes development in Russia current state. The basic defects in the government's efforts to promote innovative economy development are shown, main reasons for the innovation activity low level are identified. The article concludes that government policy adopted in 1995-2011 contributed to the creation of a legislative and institutional framework of the national innovation system, but did not cope with the task of forming innovative behavior in the business environment.
