Modernization of Russia in the late XIX - early XX century. affected almost all spheres of life. Meanwhile, the country's renewal depended on successful integration into a single legal space of the largest group of the population - the peasantry. An obstacle on this path was their estate isolation, overcoming which, without changing the legal status of peasant allotment lands, was difficult. This was due to the fact that the specific nature of the allotment fund determined the estate character of the peasant administration and court system. In this regard, embedding the plots in the general civil legal field meant a radical restructuring of the social foundations of both the Russian countryside and the semi-feudal social structure of Russian society as a whole.
