Priority direction in investing reconstruction of water supply systems

The article considers the problem of financial support for the reconstruction of the wornout infrastructure of the water supply and sewage system with the provision of high-quality water resources and lower tariffs in the medium term. The authors review the current state and practice of reconstruction of the water supply and sewage complex. Considering foreign and domestic experience, the use of resource-saving trenchless technologies is designated as a promising direction in the restoration of water supply. The article identifies the problems of private concession invest-ment in the reconstruction of the utility sector. The authors formulates provisions on the inappro-priateness and danger of directly projecting foreign experience on the use of public-private partnerships in investment projects under Russian conditions of public utilities sector functioning. The article justifies the priority area in socially oriented investment of repair and restoration works us-ing resource-saving technologies in the field of water supply with a predominance of public interests (through the example of Murom district of Vladimir region).
