Legal forms of public self-organising of the people of the North

This article continues research and publications of authors (look № 3,4 given jornal) directed on studying of a global problem of a survival of the people of the North. The researched theme is not internal, national - state problem, it has global, interstate character, and not casually the United Nations declared on August, 9th as annual International day of "radical nations of the world», and forthcoming decade - International decade of radical nations of the world.
