The rule-of-law state: development factors in the era of changes

The purpose of the article is to study the processes of the impact of the global crisis on the economic, social and legal development of the modern world. For this, scientific methods are used: systemic, historical, comparative legal; a large array of acts of international law and legislation of Russia and foreign states are studied. As a result, the author identifies the processes of transformation of existing models of the rule-of-law state and justifies proposals aimed at strengthening its foundations. This can be achieved by revising the division of jurisdiction between the state and territorial entities in order to concentrate resources and funds in the context of the global crisis, reject the absolutization of individual rights and freedoms, full protection of common legal values and common interests of the state and society, restore the continuity and unity of legal development, improving the quality and wider application of proactive anti-crisis legislative acts, strengthening the role of lawyers.
