Improving the quality of public administration of housing and communal services in the Russian Federation

This article provides a legal analysis of the implemented Russian reforms, analyzes the current state of housing and communal services in Russia. The directions for increasing the quality of public administration are analyzed, namely, the positive aspects of project management, the possibilities of concessions as a current mechanism for attracting private investment in housing and communal services, the need to take into account the social component of the housing and communal services management system. The authors noted that against the background of the positive effects of a long process of reforming the housing and communal services, quite negative phenomena appear, such as an increase in the depreciation of fixed assets and outdated technologies used in industry, an irrational increase in housing and tariffs.
