Political leadership as a factor of democratic transformations in Russia

Political leadership in a situation of building a democratic system, as a rule, is associated with a sharp clash of formal and informal structures of the political system. If in countries with a long-established democratic system and the successful functioning of formal institutions there is congruence (proportionality, conformity, coincidence) of particularistic informal (civil) institutions and practices and a universal political system under construction micro and macro level, which can lead to the elimination of democratic institutional innovations1.
