The article reveals the facts of the biography of the famous scientist in the field of pedagogy and a major figure of the higher education Pavel Nikolaevich Shimbiryov (1883-1960). It shows his contribution to the development of pedagogy and national education in 1920-1950-ies. The social atmosphere of the 1930-ies, when carried out the pedagogical activities of P.N. Shimbiryov, is characterized.
