In this article, it is proposed to consider certain issues concerning the problems of implementing the procedural status of a person in respect of whom proceedings on an administrative offense are being conducted at the stage of initiating an administrative offense case. Consider the provisions of Chapter 28 of the Administrative Code of the Russian Federation, which is devoted to the initiation of an administrative offense case.
